Citiwan Development was founded by Mr. Tan Poh Teik and Mr. Tan Teck Keai, two industry professionals with diverse career backgrounds who came together to build a strong and dynamic development group with proven construction delivery capability.
Together, they combine vision, technical expertise, and a strong work ethic to build a company that thrives on quality, integrity, and teamwork.
Tan Poh Teik brings over 18 years of cross-industry experience spanning consultancy, plantation, processing, and construction.
He began his career in electrical design engineering consultancy after graduating from the University of Adelaide, Australia, participating in residential, commercial, and resort development projects.
He later gained valuable insights in the plantation and edible bird’s nest processing industries before moving into construction, successfully completing a residential landed housing development project and subsequently leading more projects with a focus on quality delivery.
At present, he is responsible for driving business growth, formulating strategic direction, overseeing master planning, coordinating projects, and managing sales and marketing activities.
Tan Teck Keai has over 17 years of diverse management and operational experience covering manufacturing, plantation, and construction.
After graduating from the University of Liverpool John Moores, England, he began his career as a Moulding Supervisor, overseeing production scheduling, safety, maintenance, and quality assurance.
He later joined the plantation sector, opening up land for oil palm cultivation, and subsequently gained operational experience in the edible bird’s nest processing industry.
In construction, he took on responsibilities in financial management — including forecasting, budgeting, and cost analysis — while also aligning sales and marketing activities with overall business goals.
Eva Chong brings over 17 years of management and operational experience in human resources, administration, and risk assessment.

She began her career as a medical and financial risk underwriter after graduating from Universiti Kebangsaan Malaysia, before transitioning into the construction industry as a Human Resource & Admin Manager.
She currently oversees recruitment, training, employee relations, payroll, and benefits, while also providing administrative support to ensure smooth and effective operations.
